This also includes territorial matters that may involve municipal or electric distribution cooperative systems and utility facility siting of transmission and generation facilities by any entity in South Carolina. The ORS has limited authority over and responsibility for other electric utilities in South Carolina including municipal systems and electric cooperatives.
