Schedule of Events for ARPA CPF

The 2023 American Rescue Plan Act (“ARPA”) Capital Projects Fund (“CPF”) Grant Program seeks to expand broadband infrastructure to households, business, and communities in the State. This grant program will directly support South Carolina Act 244 (July 25, 2022), which authorizes the Office of Broadband Coordinator, an office within the Office of Regulatory Staff (“ORS”) that is more commonly known as the SC Broadband Office (“SCBBO”), to expand broadband infrastructure to households, businesses, and communities that are unserved or underserved by broadband services.

Questions regarding the CPF should be submitted to the SCBBO via the CPF Grant Program Question Form.  Once questions are answered by staff, they will be posted as an update within the "Frequently Asked Questions (FAQs)" drop-down menu below.

ARPA CPF Applications

The list below contains all applications that were received by ORS for the ARPA CPF 1.0 grant program.  All grant applications are in PDF format, and sensitive information has been removed.  Please note no funding decisions have been made at this time. ORS has a rigorous evaluation process, which will not finalize until mid-November 2023 (estimated).

During the evaluation process, the ORS is unable to take calls relating to any specific ARPA CPF 1.0 grant application or associated Internet Service Provider (ISP). This is known as a “Quiet Period.”  Since phone calls are not allowed, ORS has opened the Comment Period whereby anyone may provide written feedback by August 18, 2023 on any grant application, including their own. Note: If challenging the veracity of a grant application, additional evidence may be requested to support assertions made during the Comment Period. Filling out the form alone will not be enough to properly substantiate application deficiencies.
