The ORS represents consumers of major utilities in South Carolina— electric, natural gas, telecommunications, water/wastewater, and transportation— before the PSC, the court system, the South Carolina General Assembly, and federal regulatory bodies.

Municipal utilities are principally self-governing bodies that do not come under the jurisdiction of the PSC or the ORS except in limited circumstances involving territorial service rights issues. Contact the Municipal Association of South Carolina for more information about municipal utilities.
