The StarlinkSC program emerges as a crucial initiative to address the pressing need for broadband connectivity in the remote and underserved areas of South Carolina. Recognizing the existing digital divide and the limitations of current broadband infrastructure in reaching all residents, the South Carolina Broadband Office (SCBBO) has partnered with SpaceX to implement this program.
This effort is particularly important as it seeks to provide a tangible solution before the full deployment of the Broadband Equity, Access, and Deployment (BEAD) program in 2026, effectively bridging a critical gap in service availability for those locations where no known existing funding for broadband expansion may exist. By focusing on areas not within 2000 feet of already funded broadband expansion and where fiber or HFC internet services are unavailable without significant construction fees, the StarlinkSC program offers a timely opportunity to bring essential internet access to residents who may have been inadvertently left behind.
Who is Eligible for the StarlinkSC Program?
To qualify for the StarlinkSC program, consumers must meet the following eligibility requirements
- The home for which broadband service is requested must not be within 2000 feet of an existing, enforceable broadband expansion commitment (funded by state, federal, or county sources)
- The consumer must own or hold a mortgage on the home where service is requested
- The consumer's home must have been built and occupied before June 30, 2023
- The consumer does not currently own a Starlink unit or subscribe to their service
- The consumer does not have access to fiber or hybrid/fiber coaxial (HFC) cable internet service without the need to pay a Contribution in Aid in Construction (CIAC) fee
- The consumer must be a year-round resident of South Carolina and have a valid email address
- The consumer must accept the ORS Liability Waiver
- The consumer must accept Starlink's Terms and Conditions for subscribing to their service
- The consumer must commit to paying for Starlink 100/20 Mbps service for $80 per month. Please note that this plan amount may change after 2 years from the activation date
- The consumer must have a valid credit/debit card to accept and initiate Starlink service
How to Apply for the StarlinkSC Program:
Interested consumers can apply for the StarlinkSC program by completing the StarlinkSC Expression of Interest Form here. After submitting the form, SCBBO staff will review the application to determine eligibility based on the criteria mentioned above.
Here are the steps one will navigate at a high level:
- Consumer fills out expression of interest form
- SCBBO screens the locations
- Consumer eSigns ORS liability release
- SCBBO reserves unit through Starlink Portal
- Consumer sets up their account through the Starlink Portal
- SCBBO initiates work order with Installer (if professional install chosen by consumer)
- Installer mounts unit at Consumer premise
Important Notes:
- Units are available on a first-come, first-served basis until all available units are committed
- Targeted areas are generally those where a gap in broadband funding may exist between the ARPA and BEAD programs and are ideally in BEAD-eligible locations
- There's no charge for the basic install or the equipment - The only payment for consumers is the monthly plan. The StarlinkSC plan includes 100/20 Mbps service for $80 a month with no data caps. The plan amount is subject to change by Starlink after 2 years from the point of activation.
- According to Starlink, the amount owed is $0 at the time of purchase (i.e. when you setup your account through their web portal), the first month of service is charged upon the customer activating their kit, or 30 days after hardware delivery, whichever comes first.
