The ORS and the PSC do not regulate water and/or wastewater systems owned and operated by:

1. Municipalities (city or town government)
2. Public Service Districts or Special Purpose Districts
3. County governments
4. Homeowner Associations that have obtained an exemption from regulation by the PSC

Any concerns regarding these systems should be addressed with the provider’s Board of Directors or city, town or county elected officials
