A Class B motor carrier uses a vehicle to transport passengers and does not operate on a fixed schedule or route and will only operate in areas that are not already served by one or more Class A motor carriers.

All Class B motor carriers must obtain a Certificate of PC&N from the ORS after approval by the PSC.
