ORS Pipeline Safety Staff Attends National Meeting

The National Association of Pipeline Safety Representatives (NAPSR) brought together pipeline safety managers from across the nation at its 2021 National Meeting.

ORS Pipeline Safety Program Manager Johnny Eustace represented South Carolina in attending the annual conference held in Deadwood, South Dakota, August 16-20.

The ORS Pipeline Safety department supports the safe delivery of natural gas by conducting inspections of natural gas pipeline operators to determine compliance with applicable state and federal pipeline safety requirements. Staff inspects facilities, performs incident investigations, and conducts operator training.

These inspections and administration of the state program is conducted under a certification agreement with US Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA). The ORS Pipeline Safety department is re-certified each year by PHMSA. One of the requirements of this certification is that the agency must be represented in both the regional and national NAPSR meetings.

NAPSR is a non-profit organization of state agency pipeline safety directors, managers, inspectors, and technical personnel who serve to support, develop, and improve pipeline safety.

Each year, NAPSR holds meetings in each of its five regions as well as a national meeting to promote the exchange of federal and state pipeline safety information, adopt resolutions of national scope, and consider innovative approaches for enhancing pipeline safety.

At this year’s national meeting, Johnny Eustace presented information on the PHMSA Technical Assistance Grant (TAG) Review Task Group. TAG provides funding to communities for technical assistance and analyses of local pipeline-safety issues. The Task Group reviews grant program applications and recommends projects for funding as part of the PHMSA grant process.

Eustace currently serves as the chair for the southern region and leads the monthly meetings with each state in the region. The chair also hosts the regional meeting; consequently, this year’s Southern Region meeting will take place in South Carolina.

“I am honored to serve as the Chair for the Southern Region this year and excited to host the Southern Region Meeting here in Charleston at the end of the month,” said Eustace. “Being a part of NAPSR allows us to share ideas with other states and discuss issues with pipeline safety across the nation.”

The NAPSR Southern Region meeting will be held August 30 - September 3 in Charleston, SC.
